  • Consulting Division

    The Consulting Division is responsible for comprehensive systems consulting and project implementation management at all stages of their life cycle. It identifies the needs of the constituent entities of the Russian Federation for the construction of socially significant infrastructure facilities and develops development strategies taking into account regional characteristics and customer requirements, which ensures the creation of effective and responsive solutions.

    An important part of the division's work is evaluating the feasibility of projects through analysis of technical, economic and legal aspects, as well as identifying and minimizing possible risks. Special attention is paid to the organization of financial and technical structuring of public-private partnership (PPP) projects and extended support of banking operations to improve the sustainability of projects.

    To make informed management decisions, the division conducts marketing research and develops feasibility studies, including business planning and financial modeling. Support is also provided to attract government support measures and the operational activities of projects are systematically monitored.

    The Construction Engineering Division acts as a single competence center in the field of management and control over the implementation of construction projects. InfraKapStroy Company, which is part of the Infrastructure Holding Infratech, operates in the field of construction project management, construction control, audit and author supervision, as well as engineering surveys and engineering design.

  • Construction Engineering Division

    Construction management at the pre-project development stage:

    • conducting a technical assessment of a land plot;
    • collection of preliminary technical specifications and initial approval documents;
    • conducting surveys of buildings and structures (in the case of brownfield projects);
    • development of technical tasks;
    • development of requirements for performers (contractors / designers);
    • organization of engineering surveys;
    • drawing up a road map and preliminary construction schedule;
    • preparation / evaluation of a preliminary construction budget;
    • control over the development of the project concept according to the main construction, architectural, technical and technological standards and parameters;
    • selection of a construction management system.

    Construction management at the design stage:

    • drawing up and managing a project execution schedule;
    • providing designers with source materials;

    Construction management at the stage of construction and installation works:

  • Investment Division

    The Investment Division provides comprehensive project support through financial, legal and strategic consulting. The main areas of activity include the development of financial models and scenarios that take into account various scenarios, as well as the analysis of risks and profitability of the project.

    The division's specialists prepare detailed business plans and investment memoranda that reflect the project's economic feasibility, strategy, and investment proposal. Special attention is paid to the assessment of budget efficiency and comparative analysis of the project with alternative options, taking into account the reduction of the financial burden on the regional or state budget.

    As part of the work, a thorough calculation of capital expenditures (CAPEX) and key financial indicators, such as NPV, IRR and payback period, is carried out. Representatives of the division negotiate with banks and state development institutions, protecting the interests of the customer and ensuring optimal financing conditions.

    For successful implementation of projects, legal models are developed that take into account tax and regulatory requirements. A full package of documents is also being prepared for submitting projects for consideration by state bodies, investors, and committees.

    Legal support includes consulting on legal and regulatory aspects, ensuring that the project documentation complies with the current legislation.

  • Operational Division

    The Operations Division is responsible for the comprehensive and safe management of facilities built and put into operation. Its functions include monitoring and managing the operation of the property complex with integration into automation and accounting systems, such as SAP and 1C, for effective monitoring of resources, technical condition and document flow.

    The Division ensures technical safety through regular monitoring of engineering systems and equipment, as well as conducting scheduled maintenance and maintenance work. A round-the-clock dispatching control of the Building Management Center (BMS) is organized, which monitors the operation of electricity, ventilation, heating, lighting and fire alarm systems.

    Operating cost management includes the formation and control of a budget, optimization of maintenance, utilities and repairs costs. The division also implements and controls comprehensive security measures for the property complex, including access control systems, biometric identification, territory patrolling, anti-terrorist protection and video surveillance.

    Coordination of the work of contractor service organizations ensures interaction with companies engaged in maintenance of engineering systems, cleaning, maintenance and emergency services. In addition, the division maintains regulatory compliance with all operational processes and prepares the necessary reporting and technical documentation.
